How do individual cognitive capabilities become connected into systems that allow institutions to construct knowledge, interpret complex situations and respond to changing conditions?

Understanding Institutional Cognitive Systems examines how institutional cognitive capabilities interact through relationships, dependencies and organisational architectures, forming interconnected systems through which institutional cognition emerges and operates.

Building upon Level 1, this course introduces a systemic perspective on institutional intelligence, exploring how cognitive relationships shape institutional performance, vulnerability, adaptation and resilience.

About the Course

Possessing information, analytical expertise and technological capabilities does not necessarily make an institution cognitively effective. What matters is how these capabilities become connected, how knowledge moves between them and how their interactions support institutional understanding.

This course examines the organisation of institutional cognition, introducing the concepts and analytical tools necessary to understand cognitive architecture, knowledge flows, recurring system dynamics and the conditions under which institutional cognitive systems perform adequately or encounter limitations.

Participants will also explore how changing circumstances affect institutional cognition and how cognitive systems may reconfigure their relationships to maintain or restore relevant cognitive functions.

Course Content

The programme consists of 8 modules and 45 lessons, progressing from cognitive relationships towards the analysis of institutional cognitive performance, disturbance and resilience.

Module 1 — When Capabilities Are Not Enough

Why possessing individual cognitive capabilities does not necessarily produce coherent institutional cognition.

Module 2 — From Relationships to Cognitive Systems

How cognitive relationships become interdependencies and how these interdependencies form organised cognitive systems.

Module 3 — Cognitive Architecture

How the organisation of capabilities, interfaces and dependencies structures the possibilities for institutional cognition.

Module 4 — Following Cognition Through the System

How knowledge moves, changes and becomes consequential across institutional interfaces.

Module 5 — Cognitive System Dynamics

How recurring interactions, feedback and evolving relationships shape institutional cognitive behaviour.

Module 6 — Performance, Vulnerability and Failure

How cognitive systems fulfil institutional requirements, why vulnerabilities emerge and how systemic failures may develop.

Module 7 — Cognitive Systems Under Disturbance

How changing conditions affect cognitive relationships, dependencies and system behaviour.

Module 8 — Reconfiguration and Cognitive Resilience

How cognitive systems change their organisation and maintain or restore relevant cognitive functions under disturbed conditions.

Completion of Level 1 is recommended.

Learning Outcomes

By the end of the course, participants will be able to identify institutional cognitive relationships, analyse cognitive architectures and knowledge flows, understand systemic performance and vulnerability, and examine how institutional cognitive systems respond to changing conditions.
