For much of modern history, public governance operated on the assumption that societies could be understood by dividing them into manageable parts. Governments established specialised ministries, public agencies and administrative procedures designed to address individual policy areas such as healthcare, education, transport, taxation or environmental protection. This approach proved remarkably effective during periods when societal change occurred relatively slowly and the relationships between different sectors remained comparatively stable. Institutions became increasingly efficient at solving clearly defined problems within clearly defined administrative boundaries.
The twenty-first century presents a fundamentally different reality. Economic systems are deeply interconnected with environmental sustainability, technological innovation influences labour markets and education simultaneously, demographic change reshapes healthcare, housing and public finance, while global events rapidly affect local communities through complex networks of trade, communication and information exchange. Challenges that once appeared separate increasingly interact with one another, creating consequences that cannot be understood through isolated administrative perspectives. Public governance is therefore no longer confronted with individual problems alone, but with interconnected systems whose behaviour often changes in unexpected ways.
Complexity does not simply mean that the world has become more complicated. Complicated systems can generally be analysed by breaking them into individual components whose behaviour remains relatively predictable. Complex systems behave differently. Their characteristics emerge from countless interactions among interconnected elements, making the behaviour of the whole impossible to understand by examining each part separately. Modern societies increasingly resemble these complex systems. Small changes may generate disproportionately large consequences, while interventions designed to solve one problem frequently produce unforeseen effects elsewhere within the broader governance landscape.
This transformation has profound implications for public institutions. Governance models developed for more stable and compartmentalised societies often struggle to respond effectively when confronted with rapidly evolving networks of interdependent challenges. Institutions capable only of applying predetermined procedures become increasingly vulnerable to environments characterised by continuous change, uncertainty and systemic interaction. Effective governance therefore depends less upon rigid administrative control and more upon the capacity to observe, interpret, learn and adapt continuously as circumstances evolve.
In this new article, we argue that complexity is not a temporary difficulty that governments must overcome before returning to more predictable conditions. It is becoming the defining characteristic of contemporary governance. Rather than attempting to eliminate complexity, public institutions must develop new cognitive capabilities that allow them to understand and navigate it responsibly. Systems thinking, distributed intelligence, continuous organisational learning and adaptive decision-making therefore become essential features of modern governance rather than optional innovations.
Artificial intelligence contributes significantly to this transformation by strengthening the institution’s capacity to perceive complex relationships, integrate diverse forms of knowledge and support more comprehensive forms of collective reasoning. Yet technology alone cannot solve the challenges created by complexity. The decisive factor remains the institution’s ability to combine human judgement, constitutional responsibility and computational support within cognitive governance systems capable of learning continuously while preserving democratic legitimacy.
