Institutions increasingly operate in environments characterised by distributed expertise, expanding informational complexity, technological mediation and problems whose cognitive demands exceed the capacity of individual decision-makers. The theory of Institutional Cognition addresses this condition by examining how processes such as perception, memory, knowledge integration, reasoning, deliberation, decision-making, coordination, feedback and learning can become distributed across institutional systems. Yet identifying these cognitive functions does not by itself explain how they become organised into coherent forms of collective cognition. Institutions may possess substantial knowledge, analytical expertise and technological capability while remaining cognitively fragmented when the relationships connecting those capacities are weak, delayed or structurally misaligned.
This Working Paper develops the Institutional Cognitive Architecture Model (ICAM) as a middle-range analytical framework for investigating how cognitive functions become distributed and interconnected within institutions. Building upon the Institutional Cognition Conceptual Architecture (ICCA), ICAM shifts the object of analysis from the conceptual organisation of the scientific field towards the architecture of institutional cognition itself. The model represents institutional cognition through configurations of cognitive functions, human, organisational and computational nodes, cognitive interfaces, information and knowledge flows, coordination structures and feedback mechanisms. Particular attention is given to the relational properties through which distributed cognitive capacities become collectively consequential, including cognitive bottlenecks, redundancy, diversity, temporal synchronisation, architectural fit and the distinction between persistent structural architecture and the activated cognitive configurations mobilised around particular problems.
The paper further develops the concepts of architectural failure and architectural diagnosis to explain circumstances in which institutions possess relevant cognitive capacities but remain unable to integrate them effectively into collective judgement, legitimate action or institutional learning. It also examines the historical formation and path dependence of cognitive architectures, their capacity for reconfiguration under crisis conditions, the emergence of metacognitive mechanisms through which institutions may examine their own cognitive processes, and the increasingly important integration of human, organisational and computational nodes within shared institutional systems. Throughout the model, cognitive capability remains analytically distinct from legitimate authority, preserving the normative and constitutional dimensions through which institutional decisions acquire collective validity.
ICAM establishes institutional cognitive architecture as a researchable object positioned between individual cognition and system-level governance outcomes. Rather than proposing a universal design for intelligent institutions, it provides a framework through which different cognitive architectures may progressively be reconstructed, compared, measured, simulated and experimentally investigated. In doing so, the model creates an architectural bridge between the conceptual foundations of Institutional Cognition and the subsequent operational models of the research programme, supporting a cumulative investigation into the conditions under which distributed cognitive capacity can become coherent, adaptive and legitimate collective intelligence..
