Institutional Cognition begins by recognising that institutions are capable of organised cognitive activity. Our preceding Working Paper established the conceptual foundations of this proposition by demonstrating that institutions may be understood as cognitive systems rather than solely as legal, political or administrative organisations. The present publication advances the theory by reconstructing the internal architecture through which such cognition becomes possible.
This new Working Paper develops a General Theory of Institutional Cognitive Architecture by progressively analysing the successive layers through which institutional intelligence emerges. Beginning with institutional perception, our analysis examines observation, attention, situational awareness and information acquisition before exploring the architectures of organisational memory, knowledge construction, reasoning, decision-making and governance coordination. These cognitive layers are subsequently integrated into a unified framework of institutional intelligence characterised by reflexivity, recursive learning and architectural self-transformation.
Rather than treating cognition as a metaphor for organisational behaviour, this publication argues that cognition constitutes an emergent architectural property arising from the recursive interaction of distributed perceptual, epistemic, mnemonic, deliberative and coordinative systems. Institutional intelligence is therefore understood neither as the intelligence of individual decision-makers nor as the product of computational technologies alone, but as a constitutional characteristic of the institution itself emerging from the coherent organisation of its cognitive architecture.
Particular attention is devoted to the role of governance as the coordination of distributed cognition, the distinction between information, knowledge, understanding and institutional wisdom, the emergence of organisational epistemology, the architecture of institutional reasoning, the recursive nature of decision systems and the development of reflexive cognitive architectures capable of continuously redesigning themselves through learning. The publication culminates in the concept of self-evolving institutions, as we propose that mature governance systems increasingly acquire the capacity to guide the evolution of their own cognitive architectures while preserving constitutional continuity and democratic legitimacy.
We conclude with the idea that Institutional Cognitive Architecture provides one of the principal constitutional foundations for the emerging scientific discipline of Institutional Cognition and establishes the theoretical basis upon which subsequent Research Domains of the Operational Research Programme, including computational governance, hybrid human–artificial cognition and planetary governance systems, may be systematically developed.
