Planetary governance has traditionally been interpreted through political concepts centred upon international cooperation, multilateral institutions or hypothetical forms of global government. This new Working Paper we are now presenting proposes a fundamentally different perspective by arguing that the principal challenge confronting contemporary governance is not the absence of political centralisation but the growing disparity between planetary complexity and institutional cognitive capacity. As global systems become increasingly interconnected across environmental, technological, economic and geopolitical domains, governance must evolve primarily as a distributed cognitive architecture rather than as an expanded hierarchy of political authority.
Building upon the theoretical foundations established in our previous publications Foundations of Institutional Cognition, Cognitive Architectures of Institutions and Computational Governance Framework, this paper develops the concept of Planetary Governance Systems as distributed constitutional ecosystems through which autonomous democratic institutions cooperate by means of shared knowledge infrastructures, computational intelligence and recursive learning processes while preserving sovereignty, subsidiarity, constitutional legitimacy and institutional diversity. Governance is consequently reconceptualised as an emergent property of institutional cognition rather than merely the exercise of administrative or political power.
The document examines the cognitive foundations of planetary governance, the emergence of distributed institutional intelligence, multi-level governance as recursive cognition, planetary knowledge systems, collective reasoning, computational infrastructures, Human–AI coordination, adaptive resilience, recursive governance and self-evolving institutional architectures. Artificial intelligence is consistently positioned as an epistemic augmentation layer supporting democratic institutions rather than replacing human constitutional judgment. The resulting theoretical framework culminates in a General Theory of Planetary Governance Systems in which governance evolves through continuous improvements in collective institutional cognition rather than through political centralisation.
Finally, we propose Planetary Governance Systems as the conceptual foundation of an emerging scientific discipline dedicated to studying distributed constitutional intelligence under conditions of planetary complexity. In doing so, we aim to establish a research agenda that extends beyond governance reform towards the broader cognitive evolution of democratic civilisation itself.
