We help cities make better decisions about smart technology — so it actually improves people’s lives

The IDHUS Institute is an independent consultancy specialised in Smart City and urban development. We work with municipalities, local governments, and private companies to assess whether transforming an urban service with new technologies is viable, worthwhile, and ready to implement , or not.

We were founded on a clear conviction: as artificial intelligence, robotics, and digital infrastructure reshape the fabric of urban life, cities have a responsibility, and an opportunity, to use those technologies to genuinely improve the quality of life of their residents. But that only happens when the right decisions are made at the right moment.


Our Vision

Cities are becoming technological environments. The question is whether that benefits the people who live in them

The cities of the near future will operate in an environment defined by artificial intelligence, automation, and robotics. Urban services such as mobility, energy, waste, public safety or social care will be increasingly shaped by technology. At IDHUS, we believe the value of that transformation is not in the technology itself, but in whether it meaningfully improves the daily lives of city residents.

Our role is to help cities and operators get that question right before they act on it: Is this transformation technically feasible? Is it economically sound? Will it actually deliver better services to the people who depend on them?


Our approach

Independent, evidence-based, and focused on the decision, not the technology

We are not a technology vendor and we have no commercial interest in any platform, system, or provider. Our only commitment is to give our clients a rigorous assessment of whether a smart city transformation project makes sense in their specific context.

  • Independent.  No vendor affiliations. Our conclusions follow the evidence not a commercial relationship with any technology provider.
  • Multidisciplinary. We combine technical, economic, regulatory, and social expertise. Feasibility to implement something is never just a technical question.
  • Decision-stage focused. We are engaged before any commitment is made, not to implement, but to determine whether implementation makes sense.

Founded in Barcelona. Working globally.

IDHUS was founded in Barcelona in 2019 at the intersection of urban research and technology strategy. Over the years we have developed a proprietary methodology — the Smart Cities Cohesive Model (SCCM) — that provides a structured framework for evaluating smart city transformations across technical, economic, regulatory, and social dimensions. We participate in international research networks and European funding programmes including Horizon Europe, and operate as a formally registered consultancy recognised by the EU Transparency Register.


Four principles that guide every study we deliver

  • Honesty over comfort. Our value is in giving you an accurate answer, including when the answer is “this is not viable.” A study or recommendation that tells you what you want to hear is not a study, it is a formality.
  • Rigour in method. Every feasibility study, consultancy service or technical project follows a structured analytical framework. We document our assumptions, sources, and reasoning so our conclusions can be scrutinised, challenged, and relied upon.
  • Clarity in output. Decision-makers need clear answers. We write for the people who will act on what we deliver.
  • Technology in service of people. Smart technology is only worth implementing when it genuinely improves the service, and the lives,  it is meant to affect. We keep that standard throughout every analysis, project and service we conduct.

We are part of the networks that shape smart city policy and practice in Europe. IDHUS participates in a select group of international networks and holds formal institutional recognition from the European Union. These affiliations inform our understanding of where smart city policy is heading and give our clients confidence that our work is grounded in the wider European urban innovation ecosystem.

Independent Brussels-based think tank focused on EU policy analysis and debate. Membership keeps IDHUS connected to the regulatory and governance discussions that directly affect smart city implementation across Europe.
