The completion of the constitutional phase of the IDHUS research programme established the conceptual foundations of Institutional Cognition as a new constitutional framework for understanding institutions as adaptive cognitive systems rather than exclusively as legal, political or administrative organisations. The present Working Paper inaugurates the operational phase of the programme by transforming that constitutional architecture into an active scientific research framework. Rather than redefining the theory itself, the paper operationalises its principal concepts by examining their methodological implications, clarifying their conceptual structure and establishing their potential as future objects of systematic scientific investigation.
This document we are now presenting reconstructs the elementary cognitive architecture underlying institutional systems through the analysis of cognitive primitives, distributed cognition, recursive learning, constitutional coherence, institutional resilience and multi-level cognitive emergence. These concepts are subsequently reorganised into an operational research framework capable of supporting conceptual modelling, computational representation, comparative institutional analysis and future empirical validation. Throughout the paper, institutions are examined not simply as organisations performing administrative functions but as recursive cognitive architectures capable of observation, interpretation, memory, coordination, adaptation and long-term constitutional evolution.
Particular attention is devoted to the methodological transition through which constitutional concepts become operational scientific objects. This first Working Paper of our A Series introduces the discipline’s principal research object, develops operational definitions, conceptual variables, modelling principles, hypothesis-generation strategies and methodological foundations for future computational research. It also establishes the relationship between the constitutional publications of the IDHUS Institute and the long-term development of the Working Papers Programme as the operational research layer of the Institute’s scientific ecosystem.
As the inaugural publication of Series A – Foundations of Institutional Cognition, this document then establishes the methodological language and conceptual architecture from which the remaining research series of the IDHUS Institute will progressively develop. Its principal contribution lies not in proposing a new constitutional theory but in creating the operational foundations necessary for the emergence of Institutional Cognition as a cumulative interdisciplinary scientific discipline dedicated to the study of adaptive institutional intelligence across organisational, governmental and civilisational scales.
